Formal or informal? “Neu” means new, something that didn't exist before. For a young person, use “jung”, not “neu”.

Grammar note
Before a noun, “neu” takes agreeing endings: “ein neuer Tag” (masculine), “eine neue Wohnung” (feminine), “ein neues Auto” (neuter). After “einer” (dative feminine) it's “in einer neuen Wohnung”.
Common mistake
Don't use “neu” for a young person. Say “jung” (young), so “ein junger Mann” is correct and “ein neuer Mann” means a new man.
